The session was dedicated to the interaction between the state and business in the field of personnel training to achieve the goals of technological leadership. The participants also discussed the role of the National Qualifications System in solving current labor market issues.

The session moderator, Chairman of the National Council under the President of the Russian Federation for Professional Qualifications Alexander Shokhin drew the attention of the participants to the fact that migrants, along with young specialists and temporarily unemployed population, are another resource of the labor market.

Alexey Vovchenko considers working with foreign specialists arriving on the Russian labor market a promising direction for the National Qualifications System. There are two ways, he said, - creating qualification assessment centers in the countries of origin of labor migrants or conducting their assessment of knowledge and skills already on the territory of the Russian Federation. "In any case, the qualification assessment will be carried out according to the criteria developed by Russian employers and professional communities", - the speaker emphasized.

The head of the National Agency reminded that according to a list of more than 300 professions and specialties compiled by the Ministry of Labor of Russia, employers can conclude an employment contract with applicants without requiring educational documents. There is also positive experience in assessing qualifications during state final certification at a university or college. "A graduate leaves the educational institution already as a specialist with confirmed qualifications", - said Alexey Vovchenko.

According to the speaker, in 2023, 17% of employed graduates of vocational education institutions in the Krasnoyarsk Krai passed the qualification exam for a higher category - fourth, fifth, and even sixth instead of second-third. In 2024, this percentage increased to 90.

The Director General of the National Agency pointed out that improving the qualifications of employees ensures an increase in labor productivity. Employers also confirm this thesis.

The Moscow Institute of Physics and Technology became the absolute leader in the aforementioned ranking of graduate employability by the quality index of employment among bachelor-engineers and by the employment of graduates after master's or residency programs in the field of “Engineering, Technology and Technical Sciences”. The Rector of MIPT, Dmitry Livanov, believes that the leadership of Phystech has been achieved thanks to a system whose foundation was laid 75 years ago by outstanding physicists Kapitsa, Landau, and Semenov. It includes three components: searching for talented schoolchildren, intensive training in the first three years, and professionalization in the senior years at partner organizations. “This ensures early entry into the profession and rapid professionalization. After five to six years of such training, a person is fully ready for professional activity; there is no need to additionally teach or retrain them.”, — summarized the speaker.

Elena Shmeleva, Chairman of the Council of the federal territory “Sirius” and Head of the Educational Foundation “Talent and Success”, Elena Shmeleva noted that we are living at the beginning of a geopolitical cycle lasting 25-30 years, and the choices made by today's schoolchildren will determine the development of the labor market. The speaker believes that it is necessary to create a cultural environment that will foster talented young people who love and believe in Russia.
