On June 25, 2025, parliamentary hearings were held in the State Duma under the leadership of Vladimir Kashin, Chairman of the State Duma Committee on Agrarian Issues, on the topic: “Legislative Aspects of Ensuring the Quality and Safety of Agricultural Products and Food”.

The parliamentary hearings were attended by deputies of the State Duma, representatives of federal executive bodies, state bodies of the constituent entities of the Russian Federation, the scientific and expert community in the field of agriculture, representatives of agrarian educational and research institutions, associations of peasant (farmer) farms, industry unions and associations of the agro-industrial complex.

Among others, members and experts of Rosagropromsoyuz took part in the hearings.

In his speech, Vladimir Kashin emphasized: “Ensuring product quality and safety is a priority task of state policy aimed at protecting public health, consumer rights, and strengthening the competitive positions of domestic producers in domestic and foreign markets.”

It was noted that various factors influence the safety and quality of agricultural products, raw materials, and food, as well as the healthy nutrition of the population, including the increasing impact of unfavorable natural, anthropogenic, technogenic, and social factors.

Participants in the parliamentary hearings noted that the analysis of regulatory and technical documentation in the field of regulating the quality and safety of agricultural products allows us to state that a comprehensive system of regulatory and legal support has been created in the Russian Federation, aimed at the production and circulation of high-quality and safe products on the market.

However, at the same time, existing discrepancies in legislation require the harmonization of existing legal acts, and this primarily concerns those provisions that may harm consumer health.

It was noted that “a comprehensive food traceability system is being built today”.

“One of the important issues in ensuring food security and protecting consumer rights from low-quality food products is the block related to high inflation, but at the same time, not just inflation itself is important, but structural inflation, that is, an unbalanced increase in prices in certain industries, for example, higher rates of resource appreciation compared to the growth of prices for agricultural products. And at the same time, these risks are exacerbated by the seasonal nature of agricultural production. In particular, the increase in prices for fuels and lubricants during sowing and harvesting, as a rule, is not compensated by a subsequent increase in prices,” said Vladimir Kashin.

The dynamics of prices for industrial products for the agro-industrial complex have been significantly higher than the dynamics of prices for agricultural products for many years; for example, prices for fuels and lubricants over the past 5 years have increased by 43% (gasoline) to 54% (diesel fuel).

Water supply tariffs for irrigation increased by 58% over the same period. Prices for mineral fertilizers increased by 22.2%-43.7% this year alone. All this leads to a significant increase in the cost of agricultural production.

Thus, in terms of legislative regulation, agriculture is provided with the necessary sectoral laws; 42 federal laws have been adopted that ensure the strengthening of food security and the implementation of strategic national priorities.

It was noted that annually, the Committee's deputies adopt legislative changes that allow for prompt response to law enforcement practices and increase the efficiency of the agricultural sector, protecting the interests of agricultural producers and the population.

At the same time, further improvement of regulatory legal regulation in this area is necessary," Vladimir Kashin emphasized.
