On November 11, 2025, the Prime Minister of the Russian Federation Mikhail Mishustin held a strategic session "Development of the agro-industrial complex and ensuring food security".
The event was attended by Andrey Bodin, a member of the RSPP Commission on the Agro-Industrial Complex and Food Security, and Chairman of the Board of the Union of Sugar Producers of Russia.
The Prime Minister of the Russian Federation, Mikhail Mishustin, in his speech noted that the agricultural sector has adapted to current challenges and promptly responds to the needs of the domestic market. Conditions have been created for increasing the export potential of food and raw materials. The standard and quality of life for rural citizens are changing. The system of personnel training is being updated, and digital technologies are being increasingly applied. “All this is an indicator of consistent, systemic state support for the sector, which the Government will continue to provide to achieve the national goals defined by the head of state, among which is strengthening the technological leadership of the agro-industrial complex. This is necessary for its long-term competitiveness,” emphasized the Prime Minister.
According to Mikhail Mishustin, one of the key issues is the quality and volume of domestic market supply. Last year, our country amply provided itself with grain, meat, fish, vegetable oil, and sugar. We are also approaching the target values of the Food Security Doctrine for milk, potatoes, and vegetables. According to preliminary results of the harvesting campaign, over 135 million tons of grain have been harvested, and records have been set for legumes, soybeans, rapeseed, and fruits.
In her speech at the session, the Minister of Agriculture of the Russian Federation Oksana Lut notedthat the fundamental task is to ensure our own food security. For the further development of the industry, a comprehensive approach is important – from increasing soil fertility and introducing digital technologies to modernizing agricultural education. And first and foremost, it is necessary to continue to increase labor productivity. Since 2013, thanks to the introduction of new technologies, this indicator in the agro-industrial complex has increased by almost 60%.
Given the high level of self-sufficiency in the domestic market, the further development of the industry is directly linked to the growth of export potential. Russia exports products to 160 countries and, at the end of last year, ranked third in the world in terms of tonnage supplied. At the same time, in certain areas, our country remains an undisputed leader. This year, export growth continues for many items, including fish and seafood, meat, dairy, and oil and fat products. Among the main tasks for the development of agricultural exports are building logistics, developing exchange instruments, and further increasing the supply of high value-added products. Another promising direction is the export of agricultural technologies.
Increasing production volumes and exports is impossible without strengthening the technological development of the agro-industrial complex. Starting this year, the national project “Technological Support for Food Security” is being implemented, aimed at providing the industry with its own high-tech and knowledge-intensive products, as well as qualified personnel.
Among the results of the technological development of the industry are the growth in the share of domestically bred seeds, the implementation of a number of projects for the production of essential biotechnological products for the feed and food industries, and the creation of modern vaccines against particularly dangerous animal diseases. Also, the Ministry of Agriculture, together with the Ministry of Industry and Trade, is developing domestic agricultural machinery, equipment, and components – currently, 335 such projects are being implemented, covering 14 industry areas. To provide the industry with personnel, including scientific and digitally competent specialists, we are systematically developing all levels of education – from school agro-tech classes to colleges and universities.
