The government continues to support priority areas of the agro-industrial complex, as well as the development of small agricultural enterprises. A resolution has been signed clarifying the rules for providing a combined subsidy, as well as a number of grants – relevant changes have been made to the State Program for the Development of Agriculture.
Speaking about these changes at the Government meeting on April 30, Mikhail Mishustin noted that, first and foremost, control will be increased over how regional authorities transfer the consolidated subsidy to farmers on the ground.
“If agricultural producers do not receive the allocated funds by July 1 of this year, then the limits for that region will be reduced by 10%. Most Russian regions need to manage to allocate half of the funding, and at least 20% for the Far East,” the Prime Minister specified. According to him, such a norm will contribute to improving budget discipline.
Another change is necessary to simplify the procedure for processing the consolidated subsidy. Currently, this requires submitting a whole package of documents, including confirmation of the right to use land plots for agricultural production, a certificate of no overdue debt for melioration services, and information from the state register of agricultural lands.
“Collecting all data takes time, so we will simplify the procedure. For those who arrange agricultural insurance with state support, this norm is abolished altogether. And for other recipients of the consolidated subsidy, we are suspending these requirements until January 1 of next year,” Mikhail Mishustin explained.
The head of the Cabinet of Ministers noted that the preparation and submission of documents for state support should be simplified, including through wider use of digital solutions and interdepartmental cooperation.
Another block of changes to the state program for agricultural development clarifies the conditions for providing grants for the development of family farms and the material and technical base of organizations, as well as the Agroprogress grant. Now, to receive them again, it will be necessary to confirm the preservation of permanent jobs and an increase in product output within five years after receiving the previous grant.
At the same time, for farmers in border territories – Kursk, Bryansk, and Belgorod regions – the period for using grant funds will be increased from 24 to 30 months.
The conditions for receiving subsidies for the development of elite seed production have also been adjusted. Starting from January 1, 2026, they will be provided only to those who use elite seeds of domestic selection. Primarily for sowing grain and oilseed crops.
“We expect that the proposed changes will help our farmers gather a good harvest this year and increase their competitiveness,” Mikhail Mishustin concluded.
