A dairy farm is an agro-industrial enterprise that produces raw milk, mainly from dairy cows, as well as from goats, sheep, horses, and some other farm animals.

demand for dairy products in 2024 grew significantly faster than the volume of commercial milk production;
state support is provided in the form of compensation for the costs of construction and modernization of agricultural facilities, including equipment. In 2025, the dairy farming industry is included in the list of priority areas of the agro-industrial complex, in connection with which a preferential loan rate has been established;
high role of regions in the distribution of "stimulating" subsidy volumes;
development of the breeding base for dairy cattle: subsidies for the purchase of Russian breeding young stock, subsidies for the maintenance of breeding stock and breeding bulls.
MARKET VOLUME
According to the industry association, a decrease in the number of cows by 245 thousand head was recorded in Russia over the year. The total livestock decreased by 3.2%, reaching 7.41 million head.
Despite the decrease in livestock numbers, the volume of milk sales is steadily increasing. Based on information provided by Rosstat, the Russian dairy industry shows a stable trend towards increasing production volumes. Statistical data for 2024 show that the total volume of milk produced amounted to 34.1 million tons, exceeding the 2022 figure by 1.2 million tons. However, according to the industry association, only 23.1 million tons of milk are actually available for further processing.
The Volga Federal District is the leader in milk production volumes, providing a third of all milk produced in the country, which is equivalent to 10.8 million tons. Within this macro-region, Tatarstan makes the largest contribution with 2.3 million tons, followed by Bashkortostan (1.6 million tons) and Udmurtia (over 1 million tons).
The Central Federal District occupies the second position with a total milk yield of 7 million tons, and the Siberian Federal District closes the top three with an indicator of 4.2 million tons. The Southern Federal District is in fourth place, demonstrating a production volume of 3.95 million tons.
