The Public Council under Rosselkhoznadzor discussed the integration of traceability and labeling systems

On September 8, a meeting of the Public Council under Rosselkhoznadzor was held in Sochi. The event was attended by representatives of government agencies, business circles, industry unions, and specialized organizations. The Service was represented by its Head, Sergey Dankvert, his deputy Svetlana Alekseeva, and employees of the central office. The meeting was also attended by the President of Rosagropromsoyuz, Viktor Biryukov, as well as members and experts of the RSPP Commission on the Agro-Industrial Complex and Food Security.

The main topics of discussion were the integration of state information traceability systems – "VetIS" and "Chestny Znak" – to control product quality and safety, as well as strengthening responsibility for falsified livestock products.
Sergey Dankvert drew attention to the international significance of such systems, as their implementation accelerates integration processes in the Eurasian community, reducing the costs of inspections by competent departments and speeding up the opening of new products for export.
The Head of Rosselkhoznadzor stated that the principles of operation of traceability systems should be the same for all states within the EAEU, as only such an approach will ensure the quality of goods and allow honest businesses to develop.

Lyudmila Manitskaya, Chairman of the Public Council, noted that the Service's traceability systems currently ensure the necessary product quality – for example, dairy products, which have shown a multiple reduction in falsification. The next step, in her opinion, should be the integration of traceability systems and the "Chestny Znak" labeling system, which allows blocking goods at the checkout based on information contained in the Rosselkhoznadzor's FGIS "VetIS". The meeting participants supported this proposal.

Deputy Head Svetlana Alekseeva informed the members of the Public Council about the existing capabilities and plans of the agency to expand the integration of FGIS "VetIS" with the "Chestny Znak" labeling system. Thus, the Rosselkhoznadzor information system includes 18 components, comprehensively covering the origin and movement of controlled goods.

Svetlana Alekseeva emphasized that the agency's inspections are primarily aimed at preventing violations. This is facilitated by the implementation of traceability systems and artificial intelligence technologies. For example, annually they allow checking about 5 billion electronic documents and daily identifying an average of 995 thousand operations with potential risks. Currently, thanks to this work, the circulation of 164.2 thousand tons of unsafe food products has been prevented.

Tatyana Balagula, Head of the State Veterinary Supervision Department of Rosselkhoznadzor, presented in her report the results of control and supervisory measures carried out by the agency in 2024 and 2025. In particular, based on the analysis of "VetIS", over 75.8 thousand veterinary documents have been annulled and more than 2.4 thousand users have been blocked this year.

Tatyana Balagula noted that, taking into account the integration of the "Mercury" component and the "Chestny Znak" labeling system, it is advisable to work out the possibility of blocking a series of labeling codes for falsified products and blocking the sale of such products when the labeling is scanned at the checkout.

In addition, during the meeting, the issue of selling pet food and veterinary drugs through marketplaces, the sale of which has been suspended in Russia by the Russian agency due to violations, was raised. In this regard, Yulia Melano, Advisor to the Head of Rosselkhoznadzor and Chief Editor of "Agroexpert", proposed to bring the topic of selling such goods to the next meeting of the Public Council, inviting representatives of online platforms to participate.
