The XI All-Russian Forum "National Qualifications System of Russia" will be held in St. Petersburg on October 29 and 30. The event is organized by the National Council under the President
Russian Federation for professional qualifications, the Ministry of Labor and Social Protection of the Russian Federation, as well as the National Agency for Qualifications Development.
The event will take place at the venue of the International Forum-Exhibition "Russian Industrialist". The venue is the Expoforum Convention and Exhibition Center, located at: St. Petersburg, Peterburgskoye Highway, building 64/1.
Within the framework of the XI All-Russian Forum "National Qualifications System of Russia" (NQS Forum), a plenary session, thematic sessions and an online marathon are planned.
On October 29, at 10:00 (Moscow time), the traditional online marathon "National Qualifications System in the Regions of the Country" will start. Its participants will discuss the development of mechanisms of the National Qualifications System (NQS) in the constituent entities of the Russian Federation, comprehensive provision of personnel training in the regions, as well as projects of interaction between employers and the system of vocational
education.
On October 30 at 10:00 (Moscow time), the Plenary Session on "A New Stage in the Development of the National Qualifications System: Forming Personnel Sovereignty" will begin. This event will set the direction for further discussions, with representatives of federal executive authorities (FEA), large businesses, leading universities, and the authoritative expert community presenting a strategic vision for the development of the labor market and the qualifications system.
This vision will be formed based on an in-depth analysis of the results of detailed forecasting of the economy's personnel needs, and will also be supported by the latest achievements and promising innovations in the development of the higher and secondary vocational education system.
On October 30 at 12:30 (Moscow time), two parallel sessions will be held, dedicated to current issues of economic development, the labor market, and education. Speakers of the session "Human Capital as a Driver of the Russian Economy's Development" plan to comprehensively discuss the prospects for the development of qualifications as a reliable guide in the labor market. An important topic will be the development of a methodology for monitoring and forecasting the labor market in unstable conditions, which will allow for the rapid adaptation of the qualifications system to changing economic needs. Session participants will consider approaches to forming unified classifiers in the field of labor and education, contributing to data unification, and will also discuss trends in changing qualification levels and ways to align professional and national standards. Special attention will be paid to methods for leveling the differences between educational and professional
qualifications, as well as the prospects of independent qualification assessment (IQA) as an integral element of career growth.
The second session, "Dialogue between the Labor Market and Vocational Education: New Trends and Development Prospects," will serve as a platform for discussing government initiatives aimed at developing and supporting personnel training. The focus will be on mechanisms for effective integration of educational programs and professional standards, the readiness of universities and colleges to respond to
the demands of the labor market, the alignment of academic and professional qualifications, and effective forms of cooperation between businesses and educational organizations to improve the quality of training.
