"On Amendments to the Federal Law "On State Regulation of Ensuring the Fertility of Agricultural Lands"

On January 27, 2026, the State Duma of the Federal Assembly of the Russian Federation considered in the first reading the draft federal law "On Amendments to the Federal Law "On State Regulation of Ensuring the Fertility of Agricultural Lands" and Article 78 of the Federal Law "On Environmental Protection".

Key changes provided for by this bill:
1) it is proposed to supplement Article 78 of Federal Law No. 7-FZ of January 10, 2002 "On Environmental Protection" with a paragraph providing for the empowerment of the Ministry of Agriculture of Russia with the relevant powers to develop a methodology for calculating the amount of damage caused to agricultural lands, in agreement with the Ministry of Natural Resources of Russia;
2) it is proposed to include information on the survey of agricultural lands in the State accounting of indicators of the state of fertility of agricultural lands (the survey in a number of cases can be carried out at the expense of the land plot owner).

As part of the preparation for the second reading in the State Duma, we propose considering the possibility of submitting comments and proposals to the specified draft law for their subsequent submission by Rosagropromsoyuz to the State Duma Committee on Agrarian Issues.
