In accordance with Article 6 of Federal Law No. 238-FZ of June 3, 2016, “On Independent Qualification Assessment,” ANO “National Agency for Qualification Development” provides support to professional qualification councils in fulfilling their powers to monitor the labor market and ensure its needs for qualifications and professional education.
During the monitoring, information is collected on employers' needs for qualified personnel, which can be used to form federal and regional programs, forecasts of personnel needs, make decisions on retraining redundant employees, regulate industry clusters in regional labor markets, and for independent qualification assessment. In 2025, labor market monitoring includes new blocks of questions dedicated to staffing issues in energy efficiency and resource saving, anti-terrorist security, and education.
