In accordance with Article 6 of Federal Law No. 238-FZ of June 3, 2016 "On Independent Qualification Assessment," ANO "National Agency for Qualification Development" provides support to professional qualification councils in exercising their powers to monitor the labor market and ensure its needs for qualifications and vocational education.
During the monitoring, information is collected on employers' needs for qualified personnel, which can be used to form federal and regional programs, forecast personnel needs, make decisions on retraining released workers, regulate industry clusters in regional labor markets, and on independent qualification assessment. In 2025, labor market monitoring includes new blocks of questions dedicated to staffing issues in the field of energy efficiency and resource saving, in the field of anti-terrorist security, and in the field of education.
