Russia and Uzbekistan signed a memorandum of cooperation to develop the NSQ

On April 9, in Tashkent, Artem Shadrin, Director General of the National Agency for Qualification Development, and Anvar Allabergenov, Director of the Institute for the Development of the National Qualification System under the Project Office "Center for Education Projects" (Republic of Uzbekistan), signed a memorandum of cooperation.

The document will serve to develop integration ties between Russia and Uzbekistan and to consistently bring closer the qualification requirements of both countries. The parties intend to jointly improve methodological approaches to the development of tools for national qualification systems (NQS), including professional standards, qualifications, as well as assessment tools and procedures. The goals of signing the memorandum also include developing coordinated approaches to the mechanism of mutual recognition of professional qualification confirmation results and creating opportunities for the development of digital NQS tools.

To address these tasks, the parties plan to exchange experience and best practices in NQS development, regulatory legal acts, and other open documents of mutual interest. The achievement of cooperation goals will also be facilitated by holding events on the development of the qualification system.

Before signing the document, Artem Shadrin noted that technologies are rapidly developing, and employers' requirements for employees' knowledge, skills, and qualifications are changing. To ensure this interaction, national qualification systems are being formed and developed in many countries, allowing employers' needs to be communicated to the educational sector. To achieve these goals, Russia uses NQS tools and mechanisms, including professional standards and independent qualification assessment.

Shadrin shared his experience within the framework of the activities of the Eurasian Economic Commission and the working group of the EAEU Business Council on the convergence of qualifications of specialists in various types of professional activities of the EAEU member states. Among the priority areas highlighted here are the tasks of developing a Eurasian qualification framework, harmonizing the description of qualification requirements for the most in-demand professions in the labor market, and developing approaches to mutual recognition of professional qualification assessment mechanisms. A list of the most in-demand professions in the labor market of the Eurasian Economic Union has been determined.

Anvar Allabergenov said that at the end of last year, the President of the Republic of Uzbekistan approved measures for further improving the NQS by his decree. As part of this work, Uzbekistan cooperates with its closest neighbors — Kazakhstan and Kyrgyzstan. At the end of March this year, the Center for Education Projects began cooperation with the National Agency for Qualification Development and concluded that it was expedient to sign a memorandum of cooperation.
