HR management technologies discussed at the NSK HR Forum

On September 16, the National Qualifications Development Agency, as part of the business program of the All-Russian Labor Protection Week — 2025, held the All-Russian Conference “Partnership between Business and Education — a Response to the Challenges of the Modern Labor Market”

General Director of the National Agency Alexey Vovchenko in his speech presented new significant initiatives that will contribute to the development of interaction between employers and the education sector.

The speaker emphasized that it is important for the education sector to receive precise requests from employers for the training of personnel with the necessary qualifications. «Today, this task is solved by professional standards and qualification characteristics, but, from our point of view, the prospect is associated with the formation of a Unified Register of Qualifications for the education system and the labor sphere. It should establish a clear correspondence between educational qualifications and real professional qualifications. Educational organizations will be able to use it to form educational programs, and authorities – to set admission quotas and determine standard training periods», — emphasized the head of the National Agency.

Alexey Vovchenko informed that on September 1, 2026, amendments to the federal laws “On Education” and “On Independent Qualification Assessment” will come into force. They allow professional qualification councils to recognize the results of state final certification in the form of a demonstration exam as the results of the NQA. «In addition, our plans include preparing amendments to the law “On Education in the Russian Federation” regarding providing universities with the opportunity to conduct final and interim certification in the NQA format. It is also useful to include the indicator of the success of independent assessment of qualifications among students in the indicators of the National University Ranking.», — noted the speaker.

Mentoring is becoming a very popular method of training specialists at enterprises, stated the General Director of the National Agency. He informed that in 2026, the Basic Personnel Training Center, which is part of the National Agency's structure, intends to take the mentoring project to a new level: "We plan to work on the issue of forming a system of standardization and voluntary certification of mentoring in the field of labor and in the process of training students in the workplace. National standards and voluntary certification are tools of soft regulation. Their use will allow enterprises to streamline work and increase the effectiveness of mentoring".

The conference also featured presentations by Irina Voloshina, Director for the Development of Professional Qualification Systems at the All-Russian Research Institute of Labor of the Ministry of Labor of Russia, Irina Voloshina, Deputy Minister of Education of the Krasnoyarsk Krai Artem Petenev, Head of the Center for the Development of Innovative Educational Environment of the Konar Industrial Group Alexandra Grebenshchikova, General Director of ANO "Chelyabinsk Regional Agency for Qualification Development" Tatyana Shirshova, Olga Rud, Director for the Development of Client Programs at TMK2U Corporate University, Olga Rud, Project Manager for combining state final certification in the form of a demonstration exam with an independent assessment of qualifications of the Council for Professional Qualifications in the Mining and Metallurgical Complex Yulia Matyushenkova, Head of the Analytics and Diagnostic Tools Development Department of the Assessment and Methodology Department of the presidential platform "Russia - Land of Opportunity", expert of the "Competence Centers" project Ekaterina Stepashkina, Head of the Center for Strategic Research and Information-Analytical Development of the Institute for the Development of Professional Education Irina Seliverstova.

The conference was moderated by the Deputy General Director of the National Agency for Qualifications Development Alla Faktorovich.

The conference hosted the solemn award ceremony for the winners of the All-Russian Competition of Best Practices for Training Workers and Mid-Level Specialists, which in 2025 was held in the nomination “Multilateral Cooperation of Enterprises and Educational Organizations in Personnel Training at the Industry and Regional Level”.

Seven practices became laureates of the competition, submitted by the Union of Industrialists and Entrepreneurs of the Krasnoyarsk Krai, Bystrinsky GOK (PJSC MMC Norilsk Nickel), the Competence Center for Welding “Head Attestation and Certification Center of the Republic of Bashkortostan”, the Andrey Melnichenko Charitable Foundation, Novourengoy Multidisciplinary College, DOM.RF Bank, and the Association of Employers of Off-Street Transport of Russia.

«I would like to thank all the participants of the competition. We will strive to ensure that the recognition of best practices takes place, and that they find continuation in other regions of Russia, in other enterprises, throughout our vast country. Best practices are accumulated and posted on the website of the Basic Center. On September 17, the HR Forum “National Qualifications System – 2025”, organized by the National Agency for Qualifications Development, was held in the Federal Territory “Sirius”. The event took place within the framework of the All-Russian Labor Protection Week.

«Personnel issues are of key importance on the agenda of most employers today. The competitiveness of companies, business sustainability, and the development of economic sectors as a whole depend on how effectively we build personnel strategies.,” noted the moderator of the session “Investments in Personnel as a Business Growth Point,” General Director of the National Agency Alexey Vovchenko.

The speaker emphasized that the modern labor market requires a comprehensive approach from employers – from working with schoolchildren and students to supporting the professional development of established specialists. And for enterprise leaders today, the fundamental role of systemic interaction between business, education, and the state is obvious.

«The National Qualifications System (NQS) is aimed at building the qualification structure of enterprises. Advanced HR specialists see the NQS not as “just another instruction,” but as a systemic assistant in their work. We see how large companies are starting to use NQS tools in their practical work», — said Alexey Vovchenko in his opening remarks.

The session involved an exchange of experience and best practices in training, attracting, and retaining personnel. Speakers shared insights into effective models of corporate HR strategies.

Opening the session “Digital Technologies: Effective Solutions in HR Management”, the moderator, Deputy General Director of the National Agency Olga Lotsmanova noted: "Modern technologies are increasingly entering our lives, significantly changing many familiar processes. With the advent of artificial intelligence, these changes are becoming fundamental and irreversible. Today we are at the intersection of two elements - human potential and technological progress. Digital transformation is no longer a matter of choice; it is an urgent necessity. Human resource management has become an area where data, analytics, and algorithms help make accurate and informed decisions".

During this meeting, key aspects of the synergy between human potential and technological capabilities aimed at solving HR issues were discussed. These include: forming a corporate culture, a comfortable working environment, creating international platforms in the field of employment, using decision-making technologies and candidate search, and using artificial intelligence in the work of corporate universities.
