The Federation Council discussed issues of staffing in the agro-industrial complex using digital technologies

Rosagropromsoyuz took part in a meeting on the topic "Staffing in the agro-food complex using digital technologies, robotics and artificial intelligence technologies", which was held by the Chairman of the Committee on Agro-Food Policy and Environmental Management Alexander Dvoinykh. Roman Potekhin, Deputy Executive Director of Rosagropromsoyuz, took part in the meeting.
The head of the Federation Council Committee reminded that in order to systematically ensure staffing of enterprises at a level of at least 95%, the federal project "Personnel in the agro-industrial complex" has been implemented since 2025. The annual personnel demand in the agro-industrial complex is more than 143 thousand people, he explained.

According to the senator, within the framework of this project, such measures are being implemented as the allocation of federal budget subsidies to regions for the implementation of measures to attract specialists to key agro-industrial projects (including incentive payments for concluding targeted agreements, organizing practices), expanding the share of students admitted to agricultural educational organizations within the framework of targeted recruitment, up to 80%.

"It is important for us to develop a model of cooperation in the format of 'educational organization – cluster participant enterprise – student'. One of the results of this could be the assignment of a mentor enterprise to each industry-specific educational organization – a participant in the cluster's scientific infrastructure," suggested the head of the Federation Council Committee. He drew attention to the fact that this year the Program "Increasing the prestige of professions necessary for the agro-industrial complex by 2035" was approved, which provides for the development of regional action plans to increase the prestige of professions necessary for the agro-industrial complex for the period up to 2027.

In this regard Alexander Dvoinykh reported that new proposals are being developed within the interdepartmental working group on the development of the electronics and unmanned technologies industrial cluster in the Tomsk region, which, if necessary, can supplement the "roadmap" for staffing the cluster.

During the discussion, to increase the attractiveness of agricultural professions for applicants from 9th and 11th grades, it was proposed to consider updating educational programs with an emphasis on in-demand training areas within the cluster being created in the region. For example, artificial intelligence, robotization, and "unmanned vehicles" for the agro-industrial complex.

Also, during the discussion, it was noted that as of Q1 2025, 468 "Agroclasses" were operating in agricultural educational institutions of the Ministry of Education and Science of Russia. Agricultural universities are implementing a policy of incorporating engineering competencies into agricultural educational programs through the mechanism of "dual qualifications," disciplines aimed at developing digital competencies, the application of which is necessary in the modern high-tech agro-industrial sector.

The event was attended by senators of the Russian Federation, special representative of the enterprises – cluster participants Olga Uskova, representatives of relevant ministries and departments, constituent entities of the Russian Federation, and the scientific and professional community.
At the Federation Council platform, the Chairman of the SF Committee on Agrarian and Food Policy and Environmental Management Alexander Dvoinykh opened the exhibition "Robotics in the Modern World: Examples of Technologies from the Domestic Manufacturer Cognitive Pilot".

The exhibition stands present an ecosystem of advanced solutions for agriculture, created based on artificial intelligence technologies. The exhibition demonstrates products that are completely changing the approach to the agro-industrial complex today, making it more technological and robotic.
