Council for Professional Qualifications in the Agro-Industrial Complex

On September 27, 2016, by decision of the National Council under the President of the Russian Federation for Professional Qualifications, Rosagropromsoyuz was granted the authority of the Council for Professional Qualifications in the Agro-Industrial Complex (SPK APK).

The SPK APK is a key body ensuring the development of the national qualifications system in the agro-industrial complex. Our activities are aimed at improving human resources, ensuring the compliance of educational programs with the requirements of professional standards, and enhancing the quality of specialist training. The Council is a tool that allows balancing the needs of the labor market and the offerings of educational institutions, improving the quality and relevance of personnel training, and ensuring the competitiveness of specialists in the labor market.

Main tasks and functions of SPK APK
  • Development and Updating of Professional Standards
    The Council develops and regularly updates professional standards and qualification requirements to ensure they align with modern realities and employer expectations. This provides uniform criteria for assessing employee qualifications and contributes to the formation of a transparent and understandable labor market.
  • Connection between Education and Employers
    The SPK APK plays a key role in aligning employer requirements with educational program content, bridging the gap between the education system and the real needs of the labor market, and participates in the expert review of federal state educational standards (FSES) and the accreditation of educational programs.
  • Labor Market Monitoring and Analysis
    The SPK APK monitors the labor market, identifies needs for new professions and qualifications, and tracks changes in specialist requirements. This allows for timely responses to changes in the economy and technology, ensuring the industry has up-to-date personnel.
  • Conducting Professional and Public Accreditation
    The Council organizes and conducts professional and public accreditation of educational programs, assessing their compliance with professional standards and employer requirements. This helps improve the quality of education and encourages educational organizations to continuously improve their programs.
  • Organization of Independent Qualification Assessment
    Through a network of examination centers, the SPK APK ensures the conduct of professional examinations, which allows for an objective assessment of specialists' training levels regardless of where they studied. This helps increase employer confidence in the qualifications of graduates and employees.
  • Forecasting and regulation of the qualifications market
    The Agro-Industrial Complex Council for Professional Qualifications (SPK APK) forecasts the supply and demand for qualifications, which allows for planning personnel training and preventing a shortage or surplus of specialists in certain areas.

  • Development and updating of professional standards and qualifications
    The SPK APK has developed and updated 147 professional qualifications and 34 professional standards, which helps align industry education with modern labor market requirements.
  • Conducting Professional and Public Accreditation
    The SPK APK organized professional and public accreditation of 159 main professional educational programs in 16 universities of the Ministry of Agriculture of Russia, which strengthens the link between employer requirements and educational content.
  • Organization of Independent Qualification Assessment
    More than 700 professional examinations have been conducted, which allows for an objective assessment of specialists' training levels and confirmation of their qualifications.
  • Expertise of educational standards
    An examination of 388 federal state educational standards (FSES) and 113 approximate main educational programs (AMEP) was conducted for compliance with professional standards, which contributes to improving the quality of educational programs.
