The regulatory guillotine is a state mechanism for a large-scale review and abolition of outdated, redundant, and business-impeding regulatory legal acts, in order to create a new system of clear and modern mandatory requirements, reduce administrative burden, and increase predictability of regulation for entrepreneurs..

In the agro-industrial complex, work on the "regulatory guillotine" is carried out within the framework of special working groups under the sub-commission for improving the control (supervisory) and permitting functions of federal executive bodies, which operates within the structure of the Government Commission for Administrative Reform. For example, for the agro-industrial complex, a working group "Livestock and Crop Production" has been created, which considers, approves, and develops draft regulatory acts within the framework of the reform.
